PRONOUNCEMENT OF THE FIFTH ASSEMBLY BETWEEN THE NATIONAL INDIGENOUS CONGRESS AND THE INDIGENOUS COUNCIL OF GOVERNMENT

AND THE INDIGENOUS COUNCIL OF GOVERNMENT

TO THE ZAPATISTA ARMY OF NATIONAL LIBERATION

TO THE PEOPLES OF THE WORLD

TO THE PEOPLE WHO STRUGGLE IN THE FIVE CONTINENTS

We are peoples and communities that have inhabited our lands and territories since before they imposed what they call the Mexican State, we not only have our own language and clothing, but a form of government, to see, understand and live the world differently from the capitalist world that sees everything as merchandise, we are peoples that love the land, the mountains, waters, hills, birds and all living beings that inhabit our mother earth, for us life is sacred, we venerate it. Over time the bosses, those who aim to dominate and exploit, have wanted to do away with us, to destroy our culture, our territory, we are a history of dispossession, of resistance and rebellion and today, after more than five hundred years of conquest and war, we are in danger of extinction, along with the whole world.

Zapatista brothers and sisters, elder brothers and sisters, as always your words and initiatives generate a light of hope and a path for our peoples, the megaprojects, the transnational corporations, organized crime and its coordination with the government invade us more and more to exploit and end our territory, our life. The lying words of López Obrador and his so-called Fourth Transformation seek to create a wall that hides the war that rages against the peoples and the life of mother earth, wanting to isolate us and present us as the opponents of progress, something of which the other governments already accused us, but which today takes on a more destructive meaning. Our word, our reality, the war we live in does not reach all the hearts where it should reach, because we do not only defend our territory, with it we defend the life of mother earth and the future of humanity. The full force of capital, the State and organized crime is upon our peoples, dividing us, dispossessing us, threatening us, imprisoning us, assassinating us.

The Peoples' Front in Defense of Land and Water Morelos, Puebla, Tlaxcala, which is part of the CNI-CIG, is living the same war of megaprojects that our brothers and sisters are living throughout the national territory, the Integral Project of Death called Integral Morelos Project is imposed to benefit mainly mining companies, above legality, ignoring and violating appeals for protection, occupying the National Guard to implement the construction of the aqueduct and the imposition of indigenous consultations that violate our fundamental rights. The investigations of Samir’s murder, far from being clarified, demonstrate the relationship between the State Prosecutor’s Office and organized crime. In summary, we are living the same war of extermination as the rest of our comrades of the CNI and other peoples, cities and sister sectors. However, the attack by big capital and the government and the assassination of our brother Samir, does not put an end to our resistance, on the contrary, we will continue to struggle until life triumphs over death, with our most powerful weapons: dignity, resistance and rebellion.

The imposition of the Mayan Train, which is accompanied by the construction of 15 urban centers, the Salina Cruz-Coatzacoalcos Interoceanic Corridor, which contemplates 10 urban-industrial corridors, and the Mexico City International Airport-Lake Texcoco Ecological Park, together with the Morelos Integral Project, seek the reordering of the country according to the economic interests of big capital. Similarly, the project to build three thermoelectric plants -one of which has already been completed-, a network of gas pipelines and a mega power plant to store fuels in the Santiago River basin, south of Guadalajara, for the benefit of various foreign companies, is very serious. This is also taking place in one of the most polluted regions of the country; to which should be added the Canal Centenario project, currently being executed by the National Guard, which in Nayarit seeks to divert the San Pedro and Santiago rivers. Open-pit mining also threatens hundreds of indigenous peoples' territories, using the same formula of division, dispossession and destruction of our communities.

All these projects are preceded by highway and hydraulic infrastructure, numerous wind and photovoltaic parks, as well as hydroelectric, thermoelectric and gas pipelines that illegally invade the territories of our peoples and many do not even have environmental impact authorization; they contemplate the occupation of thousands and thousands of hectares and the change in land use of ejidos, communities and indigenous peoples, without taking into account the self-determination of the peoples over their territory.

These large megaprojects and all the dispossession and exploitation provoked by the extractivist model of the federal government, are being protected through the militarization of the entire country and of public security, which now with the false words of López Obrador has advanced when in previous governments, a large part of society was opposed, without the background and real situation that the military bodies are systematic violators of human rights and easily collude with organized crime disappearing. The war against the people to impose megaprojects is so clear that the military is being assigned works such as the Mayan Train or the Santa Lucia Airport, projects that we strongly oppose.

In all this process of recolonization of our territories, the National Institute of Indigenous Peoples, one more imposition of the bad government of the Fourth Transformation, has been fulfilling the tasks carried out by the old indigenism of the PRI regime: mediatize, manipulate, fragment, divide our peoples and communities; serving the foreman in turn to validate their megaprojects, lending itself to false official ceremonies that offend our Mother Earth and participating in counterinsurgency strategies and the so-called “conflict engineering”. Faced with this, the Otomi community residing in Mexico City has taken over the facilities of this Institute to demand, beyond the legitimate right to housing, respect and recognition of the self-determination of peoples over their territory.

The Covid-19 pandemic has come, as the lying government of López Obrador said, “as a ring to the finger” for the imposition of megaprojects and the militarization of the country; with most of the population demobilized, the pandemic in turn contributes to the war of extermination against our peoples, where health services and economic capacity are very scarce and in many cases null.

We see that this is a global and civilizational crisis never seen before that forces the whole of humanity to destroy this current capitalist and patriarchal system, responsible for the destruction of nature and which is based on the ever increasing exploitation and dispossession of millions and millions of human beings. A system that, in order to generate profits and wealth, relies on organized crime, wars, epidemics and pandemics.

That is why as the National Indigenous Congress-Indigenous Council of Government and as the Peoples' Front in Defense of Land and Water Morelos, Puebla, Tlaxcala, gathered in this FIFTH ASSEMBLY BETWEEN THE NATIONAL INDIGENOUS CONGRESS AND THE INDIGENOUS COUNCIL OF GOVERNMENT, we take the following

AGREEMENTS

ONE.- WE SUBSCRIBE TO THE DECLARATION FOR LIFE MADE BY THE ZAPATISTA ARMY OF NATIONAL LIBERATION, PEOPLES, ORGANIZATIONS, COLLECTIVES AND PEOPLE OF THE WORLD, COMMITTING OURSELVES TO STRENGTHEN OUR STRUGGLES IN DEFENSE OF LIFE IN OUR TERRITORIES AND OPENING THE LISTENING, THE ORGANIZATION AND THE WORD WITH OUR BROTHERS AND SISTERS OF MEXICO AND THE WORLD WHO FIGHT AGAINST THIS CAPITALIST AND PATRIARCHAL SYSTEM WITH THE OBJECTIVE OF DISAPPEARING IT.

TWO.- TO PARTICIPATE DIRECTLY, ACCORDING TO THE CRITERIA AGREED UPON IN THIS ASSEMBLY, WITH A DELEGATION OF THE CNI-CIG AND FPDTA-MPT, TOGETHER WITH THE EZLN, IN THE TOUR OF EUROPE PROPOSED BY OUR SISTERS AND BROTHERS AND COMRADES OF THE EZLN AND THE WORLD IN THE MONTHS OF JULY TO OCTOBER OF 2021 AND, TO THE EXTENT OF OUR POSSIBILITIES, IN THOSE THAT WILL BE CARRIED OUT LATER IN ASIA, AFRICA, OCEANIA AND AMERICA.

TO CARRY OUT ACTIONS FOR LIFE, AGAINST MEGAPROJECTS AND IN MEMORY OF OUR BROTHER SAMIR FLORES SOBERANES FROM FEBRUARY 19 TO 21, TWO YEARS AFTER HIS COWARDLY ASSASSINATION. CALLING ON OUR BROTHERS AND SISTERS AND COMPAÑ[email protected] IN MEXICO AND THE WORLD TO CARRY OUT ACTIONS ON THESE DATES.

WE DEMAND AN END TO THE ATTACKS AND HARASSMENT OF THE ZAPATISTA COMMUNITIES; THE IMMEDIATE RELEASE OF OUR BROTHERS FREDY GARCÍA RAMÍREZ, SPOKESPERSON FOR THE CODEDI ORGANIZATION OF OAXACA, AND OF FIDENCIO ALDAMA, MEMBER OF THE YAQUI TRIBE; AS WELL AS THE FREEDOM OF OUR BROTHERS ADRIAN GOMEZ JIMENEZ, GERMAN LÓPEZ MONTEJO AND ABRAHAM LÓPEZ MONTEJO, MEMBERS OF THE ORGANIZATION LA VOZ VERDADERA DEL AMATE, MARCELINO RUIZ GOMEZ, MEMBER OF VINIKETIK EN RESISTENCIA, AS WELL AS OSMAN ALBERTO ESPINALES RODRÍGUEZ AND PEDRO TRINIDAD CANO SANCHEZ, WHO ARE UNJUSTLY IMPRISONED IN THE PRISONS OF SAN CRISTÓBAL DE LAS CASAS AND COMITÁN, CHIAPAS; STOP THE ASSASSINATION OF OUR BROTHERS OF CIPOG-EZ; THE PRESENTATION ALIVE OF BROTHER SERGIO RIVERA HERNÁNDEZ, MEMBER OF THE ORGANIZATION MAIZ EN LA SIERRA NEGRA DE PUEBLA, OF THE 43 STUDENTS OF AYOTZINAPA AND OF ALL THE DISAPPEARED.
